Consideration was given to a report on the appointments to Committees, Working Groups and Panels for the 2023/24 Municipal Year, including a populated Supplementary Appendix 2 to the report. There had been no nominations submitted in advance for the vacancy for a member of an opposition group on the Parking and Traffic Regulations Outside London (PATROL) Adjudication Joint Committee. A nomination was proposed and seconded in the meeting.

 

RESOLVED

1)    That the list of Committees, Working Groups and Panels be approved as outlined in Appendix 1 to the report, and

2)    That the membership of the Committees, Working Groups and Panels for the 2023/24 Municipal Year be approved as outlined in the populated supplementary submitted as Appendix 2 to the report, as amended to include a nomination to PATROL, and as set out below:

To note changes to the Constitution made by the Leader to Part 3 (Executive) Scheme of Delegation following the dissolution of the Pennine Lancashire Building Control Joint Committee.

RESOLVED,

 

That it be noted that, on 26th April 2023, the Leader had agreed the following amendment to the delegation to the Head of Housing and Development Control following the dissolution of the Pennine Lancashire Building Control Joint Committee.

 

The amendment (additional text) is highlighted in bold:

 

‘Notwithstanding a delegation to any other Head of Service, to exercise the Council’s statutory powers and functions in Parts I, II, III, IV and V of the Building Act 1984 including, but not limited to, serving notices, obtaining warrants and authorising officers for the purpose of those powers and functions’.

To confirm updated arrangements for the recruitment and appointment of a new Chief Operating Officer following the outcome of the local elections.

Minutes:

RESOLVED, THAT

 

1)    A change to Part 4h of the Constitution – Officer Employment Procedure Rules as set out in the report be approved, and

2)    The revised methodology that will be applied to the formation of the Appointments Committee for the current Chief Operating Officer vacancy in view of the equality of seats between the largest opposition groups be confirmed.
