To receive any apologies for absence.

Apologies were received from Cllrs Briggs and Sollis.

To approve as a correct record the Minutes of the last meeting as enclosed.

The minutes of the last meeting were approved as a correct record and signed by the Chair.

To appoint members to the 2022/23 Licensing Act 2003 and Taxi Licensing sub-committees.

A member requested that hearings be held in the evenings to facilitate attendance by those members of the committee who worked during the day.  Officers referred members to the Committee information provided which set out when hearings would be held, and the reasons for this.  Groups were aware of this and had been asked to consider this prior to appointing to the Committee. 

A further consideration was the right of those called to appear at a hearing to representation.  Holding hearings outside office hours reduced access or increased the cost of representation.

Officers agreed to further investigate holding some hearings later in the working day, which may allow more members to participate.

RESOLVED

1.     A Licensing Act 2003 Sub-Committee be established for the sub delegation of functions under the Licensing Act 2003 for a final hearing procedure;

2.     A Taxi Licensing Sub-Committee be established for sub delegation of

functions vested in the Licensing Committee relating to taxi licensing functions as set out in Part 3 of the Council’s Constitution; and

3.     Members be appointed to the Sub-Committees on a rotational basis subject to their availability.

To consider a request to amend the Hackney Carriage Table of Fares and make a suitable recommendation to the Executive.

IT WAS RESOLVED THAT Licensing Committee recommend that the Executive approve the proposed increase to metered Hackney Carriage fares on Tariff 1 & 2 illustrated at Appendix B.

To approve a formal 8 week consultation on the updated Statement of Licensing Policy.

It was RESOLVED to approve a formal 8 week consultation of the draft Statement of Licensing Policy.
