That planning permission be refused for the following reason
The intensification of the use of the dwelling house for up to seven occupants would result in a material increase in noise and disturbance for neighbouring residents and future occupiers. The proposal is therefore contrary to Policies SP4 and SP5 of Burnley’s Local Plan (July 2018) which seek to secure high quality development that is of an appropriate type and scale that respects local context and maintains acceptable levels of neighbouring amenity.
As the decision was contrary of officer recommendation a named vote was taken as follows:

That planning permission be refused for the following reason:
The proposed development fails to demonstrate that it would incorporate sufficient measures to minimise energy and water consumption or to provide opportunities for on-site energy supply from renewable and low carbon energy sources which are necessary to secure a high standard of sustainability in development and recognised as a factor in tackling climate change, contrary to Policy SP 5 1(a) and (c) of Burnley’s Local Plan (July 2018)
