With reference to Minute 48 of the Executive (26th October 2020) consideration was given to the Economic Recovery and Growth Strategy and related budgets.

 

RESOLVED

 

1.    That, subject to further consultation with key stakeholders, the Economic Recovery and Growth Strategy set out in appendix 1 of the report be approved.

 

2.    That approval be given to a first tranche increase of £350,000 to the Business Growth Fund to be funded through Business Rates Pool and delegated authority be given to the Strategic Head of Economy and Growth to agree with the Leader, the Executive Member for Resources and Performance Management and the Executive Member for Economy and Growth a detailed plan for the use of the fund.

 

3.    That approval be given for the use of £25,000 from the Climate Change Initiatives Budget to support a Green Business Demonstrator Project.

To consider the exclusion of the public from the meeting before discussion takes place on the following items of business on the grounds that in view of the nature of the business to be transacted if the public were present there would be a disclosure to them of exempt information within the meaning of Part VA of the Local Government Act 1972.

That the public be excluded from the meeting before discussion takes place on the following items of business relating to Minutes 54 and 55 on the grounds that if the public were present there would be a disclosure to them of exempt information within the meaning of Part VA of the Local Government Act 1972 relating to the financial or business affairs of any particular person (including the authority holding that information).

54.

Burnley College Loan

To consider a loan application.

Minutes:

With reference to Minute 49 of the Executive (26th October 2020) consideration was given to an application from Burnley College for a loan of £4m payable over a period of 15 years.

 

RESOLVED

 

 

That approval be given to the borrowing and budget set out in the financial implications section of the report.

 

55.

Pioneer Place

To consider a report on the Pioneer Place project.

Minutes:

With reference to Minute 50 of the Executive (26th October 2020) consideration was given to the revised development proposal at Curzon Street (Pioneer Place) and Manchester Road.

 

RESOLVED

 

1.    That approval be given to the funding of the development including the acceptance of grant funding from Lancashire County Council and the Lancashire Enterprise Partnership as detailed in the Financial Implications Section of the report; and

 

2.    That approval be given to the revised capital programme as set out in the Financial Implications Section of the report.
