To receive, as read, the Minutes of the proceedings of the Council meeting held on 4^th December, and to confirm them or otherwise.

Members should consider whether any of the items listed on the agenda represent a conflict with any interests previously declared or new interests.  They should also consider whether their register of interests requires updating as a result of any new undeclared interests.  It is a requirement in law that any new or changed interests are declared within 28 days.

It is incumbent on Members to notify Officers of these changes.

To receive questions, statements or petitions (if any) from members of the public.

To consider the following motions to Council.

To seek approval to create a new post of Head of Property and Facilities Management.

To consider the findings of the Independent Remuneration Panel (IRP) and approve the recruitment of a second additional IRP member.

To approve a number of changes to the Scheme of Delegation at Part 3 of the Council’s Constitution.

There is no report to this Council meeting as the Licensing Committee has not met since before the last Council meeting.

To consider progress against the Council’s strategic commitments.

To deal with questions (if any) relating to matters not contained in the Minutes before the Council and of which notice in writing has been received in accordance with Standing Order No. 10(2).

To consider the exclusion of the public from the meeting before discussion takes place on the following item of business on the grounds that in view of the nature of the business to be transacted if the public were present there would be a disclosure to them of exempt information within the meaning of Part 12A of the Local Government Act 1972.

To approve the budget as set out in sections 7i and 7ii of the report.
