Land West of Red Lees Road, Cliviger PDF 522 KB To seek a determination of Planning Application APP/2019/0155 which is referred to Full Council from Development Control Committee. Additional documents:
Minutes: Consideration was given to a report on Planning Application APP/2019/0155 – Land West of Red Lees Road, Cliviger. It was moved by Councillor John Harbour, and seconded by Councillor Frank Cant;
That Full Council delegate authority to the Head of Housing and Development Control to approve the development subject to notification from the Secretary of State that they will not intervene in the decision and the completion of a s106 Agreement to secure contributions towards education provision and affordable housing and subject to conditions set out in the reports.
On being put to the vote, the motion was declared to be lost.

The Mayor adjourned the meeting at 8.15pm

Duration of Meeting
In accordance with Council Procedure Rule 13(l), Members considered a motion without notice to continue the meeting beyond three hours in duration, until the item being considered was concluded, and it was RESOLVED accordingly.
It was moved by Councillor Cosima Towneley, and seconded by Councillor Andrew Newhouse:
That the application be refused for the following reasons: · Policy HS4 – Lack of on-site affordable housing provision, and lack of evidence for provision of off-site affordable housing contribution. · Policy SP5 – Quality and sustainability related to energy generation, lack of community renewable scheme, loss of biodiversity not satisfactorily mitigated. No satisfactory landmark tree planting or gentle transition for such a key gateway site. · Policy IC4 – Lack of educational provision. · Policy HS1 – Overdevelopment of site due to the size of proposed properties. · Policy IC1 – lack of practical parking and impact access to and from the development.
In accordance with Council Procedure Rule 13(f), it was moved by Councillor Cosima Towneley and seconded by Councillor Andrew Newhouse that the motion be withdrawn.
On being put to the vote the motion to withdraw was declared to be carried, and the motion was WITHDRAWN accordingly.
It was moved by Councillor Cosima Towneley and seconded by Councillor Andrew Newhouse that in accordance with Council Procedure Rule 13 (j) the item under consideration be deferred (adjourned) until further notice to an extraordinary meeting to be no later than the date of the next scheduled Full Council meeting.
On being put to the vote the motion was declared to be carried, and it was RESOLVED accordingly.
