Minutes:

Councillor Ann Royle was appointed Chair of the meeting.

Minutes:

Apologies were received from Councillors Ida Carmichael, Frank Cant and Anne Kelly.

18.

Minutes of the last Meeting

To approve as a correct record the Minutes of the last meeting.

Minutes:

The minutes of the last meetings held on 26th July and 3rd August 2017 were agreed as a correct record and signed by the Chair.

19.

Private Hire Driver - Motoring Convictions & Penalty Points

To determine whether  the holder of a Private Hire driver’s licence is a fit and proper person to hold such a licence.

Minutes:

The Licensing Officer reported on the motoring convictions and penalty points of the holder of a private hire driver’s licence which fell within the Council’s Taxi Licensing Convictions Policy.

 

MZM was not present at the hearing and as he had not made a request to have the hearing deferred the Committee decided to determine the matter in his absence.

 

RESOLVED

 

That having regard to the conduct recorded against MZM, the current holder of a private hire driver’s licence, in accordance with the Council’s taxi licensing policy on convictions, the licence be revoked under Section 61 (1) (b) of the Local Government (Miscellaneous Provisions) Act 1976 on the grounds that the he was not considered a fit and proper person to hold such a licence.

 

In the interests of public safety the licence be revoked with immediate effect.

20.

Review of Private Hire Driver's Licence

To review a Private Hire Drivers licence in light of the Council’s new convictions policy.

 

Minutes:

The Licensing Officer reported on the conduct of RMR the current holder of a Private Hire Driver’s Licence in light of the Council’s revised Taxi Licensing Convictions Policy.

 

RMR was present at the meeting.

 

RESOLVED

 

That having regard to the conduct recorded against RMR the current holder of a Private Hire Driver’s Licence, and in accordance with the Council’s taxi licensing convictions policy, the licence be revoked with immediate effect under Section 61 (1) (b) of the Local Government (Miscellaneous Provisions) Act 1976 on the grounds that he was not considered to be a fit and proper person to hold such a licence.

21.

Review of Private Hire Driver's Licence

To review a Private Hire Drivers licence in light of the Council’s new convictions policy.

 

Minutes:

The Licensing Officer reported on the conduct of AM the current holder of a Private Hire Driver’s Licence in light of the Council’s revised Taxi Licensing Convictions Policy.

 

AM was present at the meeting.

 

RESOLVED

 

That having regard to the conduct recorded against AM the current holder of a Private Hire Driver’s Licence, and in accordance with the Council’s taxi licensing convictions policy, the licence be revoked with immediate effect under Section 61 (1) (b) of the Local Government (Miscellaneous Provisions) Act 1976 on the grounds that he was not considered to be a fit and proper person to hold such a licence.

Minutes:

The Licensing Officer reported on the conduct of MBM the current holder of a Private Hire Driver’s Licence in light of the Council’s revised Taxi Licensing Convictions Policy.

 

MBM was not present at the meeting.  An email from MBM was read out explaining his reason for non-attendance but as he had not requested to have the hearing deferred the Committee decided to determine the matter in his absence.

 

RESOLVED

 

That having regard to the conduct recorded against MBM the current holder of a Private Hire Driver’s Licence, and in accordance with the Council’s taxi licensing convictions policy, the licence be revoked with immediate effect under Section 61 (1) (b) of the Local Government (Miscellaneous Provisions) Act 1976 on the grounds that he was not considered to be a fit  and proper person to hold such a licence.

 

23.

The Licensing Officer reported on the conduct of MH the current holder of a Private Hire Driver’s Licence in light of the Council’s revised Taxi Licensing Convictions Policy.

 

MH was present at the meeting.

 

RESOLVED

 

That having regard to the conduct recorded against MH no further action be taken.
