Welcome and Apologies To welcome attendees to the meeting and receive any apologies for absence Minutes: The Chair, Councillor John Harbour welcomed everyone to the meeting.
The meeting was attended by Councillor Phil Riley as Executive Member for Regeneration and Environment at Blackburn Council, Ian Richardson as Director of Growth and Development at Blackburn Council, and Nick Bargh as Head of Pennine Lancashire Building Control.
