John Yardley confirmed  that the notices of the hearing had been sent to the relevant parties.

He reported on a review of a premises licence at Blu Bar, Cow Lane, Burnley and presented the case on behalf of the Licensing Authority relating to Regulation 26 (1) of the Licensing Act 2003, and was accompanied by John Clucas (Licensing and Compliance Officer).

 

Sergeant Gary Hennighan , accompanied by Chris Kehoe (Legal representative) presented the case on behalf of Lancashire Constabulary.

 

The Town Centre Manager, a Community Safety Officer, and the Dual Services Manager presented witness statements.

 

Mark Jones (Designated Premises Supervisor), Beverley Musso ((Premises Licence Holder), Darren Taylor (Manager ) and Frank Musso presented the case on behalf of Blu Bar.

 

DECISION AND REASONS FOR DECISION

 

Decision

That the conditions of the 24 hour licence be modified so that the licensable activities are now not allowed outside the hours of 7pm to 6am.

 

Reason for Decision

Based on the evidence presented, the Licensing objectives of the prevention of crime and disorder and the protection of children from harm were breached on multiple occasions at or near the vicinity of the premises.
