1.
To ensure that the
Appointments Committee is as fully constituted as possible whilst
at the same time maintaining the political balance of the
Committee;
2.
The Monitoring Officer
is not satisfied that the amendment proposed is a minor amendment;
and
3.
The amendment cannot
reasonably await the next meeting of the Council because (a) that
meeting is set for 27th September 2017 and the
Appointments Committee will need to determine its recommendation
prior to that date as to the appointment of a Chief
Executive to the Council; and (b) the
availability of members without the provision for substitution is
not currently guaranteed and it is in the best interests of the
decision making process that the committee is as fully constituted
as possible.
