The Executive is requested to approve the recommendations as outlined in the report under urgency powers.

The Chair of the Scrutiny has given agreement to this on 12^th February 2021.  The Chair of the Scrutiny Committee has also agreed on 12^th February to waive call-in due to the urgency of the decision.
