Revenue and Capital Budget and Council Tax 2020/21

To pass the formal resolution to set the Council Tax for 2020/21.

Minutes:

 

Consideration was given to the Revenue and Capital Budget and Council Tax for 2020/21.

 

It was moved by Councillor Margaret Lishman and seconded by Councillor Charlie Briggs

 

“That the Council approves the proposals contained in items 7(d) to 7(i) on the agenda and adopts the relevant minutes of the Executive.  These relate to the approval of the Council’s revenue and capital budget and setting the rate of the Council Tax 2020/21”

 

Amendments were submitted by the Labour Group and by the Green Group.

The meeting reconvened at 8.15 pm

 

(1) An amendment was moved by Councillor Mark Townsend and seconded by Councillor John Harbour

 

“Set aside £45,000 towards eliminating rough sleeping within the Borough (one off).

To be paid for by

i)             put on hold the recruitment of a HR and Learning Trainee / Legal Trainee until April 2021 saving £19,000, and

ii)            delay the increase in capacity of the Planning Department by 6 months saving £14,000, and

iii)           increasing the in-year salary savings target of £150,000 by applying the assumed pay increase of 2.5% providing £4,000, and

iv)           a reprofile of the 3 year £45,000 growth in the maintenance and repairs budget to £15,000 in 2020/21, £20,000 in 2021/22 and £10,000 in 2022/23 providing the balance of £8,000 from a total saving of £10,000.”

 

In accordance with Council procedure rule 16.7 a recorded vote was taken on the amendment.

 

The amendment was declared to be CARRIED.

 

Councillor Tracy Kennedy left the meeting at this point and did not take part in any subsequent votes

 

(2) An amendment to the substantive motion was moved by Councillor Mark Townsend and seconded by Councillor John Harbour

 

Reverse the proposed 20% reduction in the Energy Efficiency capital programme at a cost of £10,000 (one off).

To be paid for by

i)             utilising the remaining £2,000 from the reprofile of the maintenance and repairs budget, and

ii)            utilising £8,000 of a £59,000 saving by introducing a 1% recurrent in-year savings target on the non-salary budget.” 

 

 

In accordance with Council procedure rule 16.7 a recorded vote was taken on the amendment.

 

The amendment was declared to be CARRIED.

 

(3) An amendment to the substantive motion was moved by Councillor Mark Townsend and seconded by Councillor John Harbour

 

 

Increase resource towards parks and greenspace maintenance at a cost of £32,000.

To be paid for in 2020/21 by

i)             utilising £32,000 of the remaining £51,000 saving by introducing a 1% recurrent in-year savings target on the non-salary budget.”

(4) An amendment to the substantive motion was moved by Councillor Mark Townsend and seconded by Councillor John Harbour

 

Increase resource towards improving housing standards and energy efficiency at a cost of £41,000 per annum.

To be paid for in 2020/21 by

i)             utilising the remaining £19,000 of the £59,000 from the 1% recurrent in-year savings target on the non-salary budget, and

ii)            reducing the 2020/21 contribution to the revenue support reserve by £22,000”

(5) An amendment to the substantive motion was moved by Councillor Mark Townsend and seconded by Councillor John Harbour

 

Amendment to recommendation 8 of the Revenue Budget 2020/21 report – Reduce the Community Skips pilot’s budget from 25k to 20k with an extra 5k provided for Burnley Wood Community Centre. And the Executive provide, as part of their design of the pilot’s parameters, a financial comparison with other potential solutions that could deliver similar benefits to residents.

 

 

In accordance with Council procedure rule 16.7 a recorded vote was taken on the amendment.

 

The amendment was declared to be CARRIED.

 

Duration of the Meeting

 

In accordance with Council procedure rule 13 (i) Members considered a motion without notice to continue the meeting beyond three hours in duration until the business was concluded and it was RESOLVED accordingly

 

(6) Amendments to the substantive motion was moved by Councillor Andy Fewings and seconded by Councillor Sarah Hall

 

“(i) Identify a long term site to be let to ‘Burnley Incredible Edible’ on a peppercorn rent (recurrent) £500.

 

(ii) One staff member dedicated to identifying families in fuel poverty within Burnley and Padiham and looking at what ECO ply funding is available for replacement efficient boilers and insulation (recurrent) £35,999

 

(iii) Secure cycle storage in Burnley and Padiham Town Centres (one-off) £2000

 

(iv) 2 water bottle refill fountains in Towneley Park and 1 each in Thompson, Ightenhill, Scott and Memorial Park Padiham.  2 refill fountains in Burnley centre and 1 in Padiham (one Off) £20,500”

(7) An amendment to the substantive motion was moved by Councillor Mark Townsend and seconded by Councillor John Harbour in relation to the previous amendment 6 (ii)

 

“That a part-time pilot post be established, dedicated to identifying families in fuel poverty in  Burnley and Padiham at a cost of  £18000”

 

 In accordance with Council procedure rule 16.7 a recorded vote was taken on the amendment.

 

The amendment was declared to be CARRIED.

 

(8) An amendment to the substantive motions was moved by Councillor Andy Fewings and seconded by Councillor Sarah Hall

 

“Freezing Council Tax at current levels (recurrent) Cost £139.602”

(9) In accordance with Council procedure rule 16.7 a recorded vote was taken on the substantive motion and it was declared to be CARRIED and it was

 

RESOLVED

 

 

(1)  That the approach that has been adopted in developing budget proposals that reflect the Council’s Strategic Objectives for 2020/21 be endorsed;

 

(2)  That the proposals contained in the report be approved;

 

(3)  That the setting of a Council Tax Requirement of £7,159,947 for the financial year 2020/21 be approved;

 

(4)  That the setting of a Net Budget Requirement of £15,692,967 for 2020/21 be approved;

 

(5)  That the statutory report issued by the Head of Finance and Property under the Local Government Act, 2003 be received;

 

(6)  That the Chief Operating Officer/Heads of Service be authorised to progress action plans to deliver the 2020/21 budget;

 

(7)  That Scrutiny Committee’s comments on 13th February 2020 on Community Skips and then that the Executive commits to work with Officers to design the parameters of the Community Skips pilot be noted:

 

(8)  That the Community Skips pilot’s budget from 25k to 20k be reduced with an extra 5k provided for Burnley Wood Community Centre and the Executive provide, as part of their design of the pilot’s parameters, a financial comparison with other potential solutions that could deliver similar benefits to residents;

 

(9)  That approval be given to a Council Tax (Band D) figure of £306.19 for this Council for   the year commencing 1st April 2020 and adopt the statutory resolution to set the full Council Tax for the year. This is equivalent to a 1.99% Council tax increase;

 

(10)    That the latest Medium-Term Financial Strategy be approved;

 

(11)    That the Reserves Strategy, as appended to the Medium-term Financial Strategy be approved;

 

(12)    That it be noted that a refreshed document will be provided when required as an aid to monitoring the continued delivery of an annually balanced budget;

 

(13)    That the 2020/21 Capital budget totalling £19,437,603 as set out in appendix 1 be approved

 

(14)    That the  2020-25 Capital Investment Programme as set out in Appendix 1 be noted;

 

(15)    That the estimated position on capital resources as set out in Appendix 2 be noted;

 

(16)    That subject to (13) above, the release of capital scheme budgets including slippage from 2019/20 be approved, subject to compliance with the Financial Procedure Rules and that there be full compliance with Standing Orders for Contracts

 

(17)    That authority be delegated to  the Strategic Head of Economy & Growth to enter into funding agreements with the LEP and Historic England, for the Padiham Town Hall Improvements and Lower St James Street Historic Action Zone schemes, as detailed in Appendix 1;

 

(18)    That the tendering of the work for Padiham Town Hall Improvements be approved;

 

(19)    That authority be delegated to the Strategic Head of Economy & Growth to evaluate and accept the winning tender and contractor to undertake the work, in (18) above;

 

(20)    That the Capital Strategy 2020-25, as set out in Appendix 4 be approved;

 

 

(21)    That the treasury management strategy statement for 2020/21 as set out in Appendix 1 be approved;

 

(22)    That approval be given to the prudential and treasury indicators for 2020/21 to 2022/23 per Appendix 2 including the authorised limit for external debt of £52.432m in 2020/21;

 

(23)    That approval be given to the  list of Counterparties for Deposits outlined within Appendix 3;

 

(24)    That approval be given to the  Council’s MRP Statement for 2020/21 as set out in Appendix 4 of this report;

 

(25)    That approval be given to the TMP’s set out in Appendix 8 of this report.

 

 

(26)    That £45,000 be set aside towards eliminating rough sleeping within the Borough (one off).

(28) That the  resource towards parks and greenspace maintenance  be increased at a cost of £32,000.

   To be paid for in 2020/21 by

i)             utilising £32,000 of the remaining £51,000 saving by introducing a 1% recurrent in-year savings target on the non-salary budget.

 

(29)   That the resource towards improving housing standards and energy efficiency be increased at a cost of £41,000 per annum.

To be paid for in 2020/21 by

iii)           utilising the remaining £19,000 of the £59,000 from the 1% recurrent in-year savings target on the non-salary budget, and

iv)           reducing the 2020/21 contribution to the revenue support reserve by £22,000

(34)  That it be noted that on 2nd December 2019 the Council calculated the Council Tax base 2020/21

 

 a) for the whole Council area as 23,384 band D equivalent properties (Item T in the formula in Section 31B of the Local Government Finance Act 1992 [the “Act”] as amended by the Localism Act 2011)

 

b) for dwellings in those parts of its area to which a Parish precept relates as in the attached Appendix B.

 

(35) That the Council Tax requirement calculated for the Council’s own

        purposes for 2020/21 (excluding parish precepts) is £7,159,947.

 

 (36) That the following amounts be calculated by the Council for the

       financial year 2020/21 in accordance with Sections 31 to 36 of the Act

 

(a) £52,265,294   being the aggregate of the amounts which the Council

                            estimates for the items set out in Section 31A (2) (a) of the

                            Act taking into account all precepts issued to it by Parish

                           Councils;

 

(b) £44,939,473     being the aggregate of the amounts which the Council             

                              estimates for the items set out in Section 31A (3) of the

                              Act;

 

 (c)  £7,325,821      being the amount by which the aggregate at (36)(a) above

                               exceeds the aggregate at (36)(b) above, calculated by the

                               Council in accordance with Section 31A (4) of the Act as

                               its Council Tax requirement for the year. (Item R in the

                               formula in Section 31B of the Act);

 

 (d)    £313.28        being the amount at (36)(c) above (Item R), all divided by

                              Item T (34(a) above), calculated by the Council in

                              accordance with Section 31B of the Act, as the basic

                              amount of its Council Tax for the year (including Parish

                              Precepts);

 

  (e)   £165,874    being the aggregate of all special items (Parish precepts)

                            referred to in Section 34(1) of the Act (as per the attached     

                            Appendix B);  

 

 

   (f)   £306.19       being the amount at (36)(d) above less the result given by

                             dividing the amount at (36)(e) above by Item T (the amount

                             at 34(a) above), calculated by the Council, in accordance

                              with Section 34(2) of the Act, as the basic amount of its    

                              Council Tax for the year for dwellings in those parts of its                                                                                                                  area to which no special item (Parish precept) relates. 

 

   (37) To note that the County Council, the Police and Crime Commissioner  for Lancashire and the Fire Authority have issued precepts to the Council in accordance with Section 40 of the Local Government Finance Act 1992 for each category of dwellings in the Council’s area as indicated in the table below.

 

  (38)  That the Council, in accordance with Sections 30 and 36 of the Local Government Finance Act 1992, hereby sets the aggregate amounts shown in the tables below and in Appendix A as the amounts of Council Tax for 2020/21 for each part of its area and for each of the categories of dwellings
