That FUL/2019/0315 be refused for the following reason:
Highways reason:
The proposal would result in an unacceptable
impact upon highway safety as a result of introducing a significant
number of additional vehicular movements to the locality which
would exceed the capacity of the existing local transport
infrastructure and fails to provide an adequate means of mitigating
the impact. As such, the proposal is
therefore contrary to policies SP1, IC1 and IC2 of the adopted
Burnley Local Plan 2018 and the NPPF 2019.
