Issue - meetings

To consider the draft Licensing Policy and agree to it being sent out for a formal 8 week consultation.

A report was submitted requesting approval of a formal eight-week consultation process regarding the draft Licensing Act 2003 Statement of Licensing Policy 7^th January 2021 to 6^th January 2026.  A copy of the draft policy was attached to the report for information.  Amendments to the report had been highlighted to assist consultees.

The Committee was advised of the existing policy period (January 2016 to January 2021)   and of the requirement to be revised, updated, agreed by full Council, and published prior to January 2021.

The Committee was reminded of the requirement when updating the policy for responsible authorities to be included within the consultation process.

The Committee was advised that a pre-consultation draft had been circulated to key members and that no responses had been received.  Details of the consultation process were outlined within the report.     

RESOLVED

That the Licensing Committee approve a formal eight-week consultation process of the draft Licensing Act 2003 Statement of Licensing Policy, 7^th January 2021 to 6^th January 2026, including responsible authorities, as outlined in the report.

At this point, due to technological difficulties, Mr James Astin, Licensing and Compliance Officer was unable to access the remote meeting to present agenda item 8 to the Committee. It was suggested, and agreed by the Committee that agenda item 9, as detailed below would be presented to the Committee prior to item 8, to enable Mr Astin the opportunity to attempt to rejoin the remote meeting.
