Application to renew a Private Hire Vehicle Licence To determine whether to grant of refuse an application to renew a private hire vehicle licence. (This item was deferred at the last meeting held on 20th April 2017 in order to allow the applicant time to produce documentation in support of his application.)
Minutes: On 20th April 2017 the Committee had considered a report on an application to renew a private hire vehicle licence which had exceeded the upper age limit of 8 years as defined in the Council’s vehicle age limit policy and had deferred the matter to 27th April 2017 in order to allow the applicant time to provide documentation in support of his application
The Licensing Officer reported on the documentation which had been provided by the applicant and the Committee examined the documentation.
SA was present at the meeting.
RESOLVED
That the application to renew the private hire vehicle licence PV0021 be refused on the grounds that the applicant did not provide sufficient evidence to demonstrate the level of maintenance which would render the vehicle in exceptional condition as required by the Council’s Vehicle Age Limit Policy. In particular there was a lack of servicing records and also a lack of receipts for parts and labour that could reasonably be expected for a vehicle of this age. The Committee also found a discrepancy in the mileage records shown in compliance test of 20th March 2017 and that shown on the MOT inspection check list dated 8th April which was not satisfactorily explained.
