The Chair opened the meeting at 12:08 and welcomed those present. She invited the Legal Advisor to the Sub-committee to provide advice.

The Legal Advisor to the Sub-committee informed the meeting that a matter of legal procedure had arisen that morning which meant that, as a matter of law, the hearings could not take place today.

The meeting closed.
